My message and observation regarding this meeting:
I attended the Hesperia City Council meeting last evening and after taking the past 24 hours to digest what I witnessed here are my thoughts.
I hadn't planed on speaking last evening but I did stand and support those that had brought up the issues at our animal shelter and the animal welfare and well being. I also asked the council to please pay attention to those of that go to the meetings and speak. To often it appears they are focusing on their computer screens or phones or paperwork in front of them rather than on the speakers. After all, we only get three minutes to speak.
I have been attending city council meetings for three plus years now and I have never seen such a meeting where the decorum had been so broken that Mayor Lee had to slam her gavel down and ask for the police to get involved. I was embarrassed for the City of Hesperia which I have been a resident of going on 28 years. I'm hoping that this is not who we are or what we have become. This kind of behavior and banter back and forth using profanity towards those that have opposing views in a city council meeting is not acceptable and I would call on both sides to take a look in the mirror and realize there are right and wrong ways to agree to disagree with one another without disrupting the civic process during a public meeting.
There was a lot of misinformation sent out by certain groups prior to this meeting about agenda item #9 which was to be a discussion of prop 50 which is on the ballot Nov 4, 2025
A group was assembled at the council chambers largely impart at the encouragement of council member Chris Ochoa.
Item #9 was never about a "resolution" to be voted on by the council. It was merely to be a discussion to inform residents what prop 50 is about. Some social media posts also indicated that there could possibly be a MAGA mayor take over which was false information.
While technically legal for the council to have passed a resolution, it is widely considered unethical for a council to weigh in by way of resolution on such a partisan proposition. The legality of it was challenged in the court case Vargas v. Salinas
Every city council in the State of California is non-partisan by law. This dates back to 1911 under Governor Hiram Johnson.
The Hesperia City Council is non-partisan and while every member is either a democrat or republican or independent, they as I are not on the ballot as such.
I hope that moving forward we can all have open meaningful discussions as a city and avoid this type of spectacle at future city council meetings.
Again, I pledge to represent each and every resident in district #4 regardless of political party or ethnicity. I am a man of my word and i take being ethical and honest and having integrity very seriously.

The current city council is contemplating putting a one percent sales tax increase on the 2026 ballot. It is a sure thing that it will happen. They will address it at an upcoming city council meeting during the first half of 2026.
I want to keep the residents of Hesperia and especially those that reside in district four informed of what this means for all of us and where I stand on the issue.
First of all, once on the ballot if the sales tax revenue is to be dedicated or ear marked for a specific purpose, then it has to get at least 67 percent of the vote in favor of the increase.
If it passes by fifty percent plus one vote, then we are at the mercy of the current city council or any future councils to spend the funds as they see fit.
That being the case I am opposed to any sales tax increase where the revenue cannot be dedicated specifically for public safety (police) and to repair and replace our deteriorated roads.
The hard truth is there is not precedent for any cities in California that have tied a sales tax increase to a 67 percent voter approval because they know the chance of that happening is slim to non existent.
Apple Valley recently raised their sales tax by one percent and it was approved by 62 percent so it did not meet the ear marked threshold.
Throughout this coming year as I campaign for your votes, I will let everyone know where I stand on the issues that face Hesperia residents, but my opinion is just that. I am running as the candidate for the people and to give the people back their voice and have a seat at the table.
Please let me know where you stand on this issue and are you in favor of a tax increase even if the revenue is not specified for public safety and roads or are you opposed to an increase no matter what.
My last concern with an increase is transparency. We need to know how much is collected and where did every dollar go if the residents pass this on next years ballot.
