As many of you know, animal welfare has been one of my passions for years.

I believe we can be both compassionate to animals and responsible to taxpayers.

The reality is that our shelter problems do not begin at the shelter. They begin in our neighborhoods with abandoned pets, uncontrolled breeding, lack of education, and insufficient resources for pet owners.

My priorities are:

1. Reduce the number of animals entering the shelter

The best way to solve overcrowding is to prevent it.

I support:

* Low-cost spay and neuter programs

* Community education on responsible pet ownership

* Partnerships with rescue groups and veterinarians

* Microchipping and pet identification programs

* Strong enforcement against animal abandonment

Every animal that never enters the shelter is one less animal competing for limited resources.

2. Increase transparency and accountability

Residents deserve to know what is happening at their shelter.

I support regular public reporting on:

* Intake numbers

* Adoptions

* Transfers to rescues

* Return-to-owner rates

* Euthanasia statistics

* Disease outbreaks and mitigation efforts

Transparency builds trust.

3. Support volunteers and rescue organizations

Our rescue community is one of our greatest resources.

I want to explore ways to increase cooperation between the shelter, rescue groups, foster networks, and volunteers so more animals can find homes and fewer animals remain in the shelter system.

4. Address community cat populations humanely

Not every cat belongs in a shelter.

For truly feral community cats, I support practical and humane solutions, including Trap-Neuter-Return (TNR) programs that help stabilize populations and reduce future intake.

A feral cat that cannot be socialized is often better served in its outdoor colony than in a shelter environment.

5. Improve shelter operations

Before asking taxpayers for additional funding, we should ensure we are using existing resources as effectively as possible.

That includes:

* Reviewing shelter procedures

* Improving disease prevention protocols

* Strengthening rescue partnerships

* Exploring veterinary partnerships

* Evaluating staffing and operational efficiencies
